Job Overview
We need an IT Project Manager to lead the Mission-critical initiative regarding modernization of legacy project requirements and delivery of a cloud-based technology solution.
The leader should bring very strong PMP, Agile, and Scrum methodologies, experience refreshing and validating 2–3-year-old project requirements; large-scale IT implementations experience preferably with State or public-sector governance models, and Health Information Technology (HIT) background.
Establishing strong project governance working with multiple State organizations and managing the end-to-end lifecycle of a SaaS solution from initiation through implementation and warranty (burn-in) periods is indisputable.
This position requires disciplined leadership that can drive compliance as well as fiscal responsibility with technical excellence across the life cycle of the engagement.

Project Governance & Stakeholder Management
Build-up and strictly hold on to solid project governance structures, making sure there is the right fit with the organization, financial, and compliance standards. Take charge of communication and coordination with all involved State agencies and stakeholders. Also includes executive-level update provisioning, steering committee meetings, and governance reviews.
Guarantee transparency, risk management, and accountability at every stage of the project
Requirements Refresh & Validation
Review, analyze and refresh legacy project requirements of 2–3 years͏ oldValidate functional and technical requirements with business owners, SMEs, and technical teams.
Make sure that requirements are still in harmony with the existing business objective, regulatory needs, and technology standards.
Keep whole and trackable documentation all through the life of the project.
Cloud Solution Delivery
Help in the design and setup of cloud solutions, making sure they are scalable, secure, and meet rules. Work with solution architects, vendors, and tech teams to lead the work. Watch over what is being joined and make sure everything works well when it goes live. Keep an eye on how ready the solution is and how it does against set success marks.
Implementation & Burn-In (Warranty) Oversight
Oversee full end-to-end implementation encompassing planning, execution, testing, and deployment. Evaluate effectiveness and stability of the solution during the burn-in/warranty period. Identify risks, defects, or performance gaps and track timely remediation. Ensure solution meets business, technical, and compliance expectations for final acceptance.
– Enforce strong fiscal process controls for responsible budget management
– Monitor project costs, forecasts, and resource usage
– Enforce state, federal, and organizational compliance requirements
– Assist audits, reporting, and documentation requirements where necessary
Required Qualifications
To be considered a fit for this role, individuals must possess the following qualifications:
Has experience as an IT Project Manager delivering complex, large-scale technology initiatives, solid background in fiscal processes, budgeting, and financial governance. Has demonstrated success managing end-to-end IT implementations inclusive of cloud-based solutions. Has experience working within Health Information Technology (HIT) environments. PMP Certification – Required. Agile Certification – Required. Scrum Certification – Required.
Outstanding stakeholder communication, leadership, and governance skills͏
͏ Can manage many teams, vendors, and state-level stakeholders remotely
Preferred Experience (Nice to Have)
Worked on state or public-sector IT projects
Knows healthcare compliance standards and regulatory rules
Has managed legacy system modernization or transformation projects
Knowledge of cloud platforms and enterprise IT architectures.
